Governor Hochul Signs the RAISE Act into Law 〰️
AI systems are advancing faster than the laws meant to govern them. With the RAISE Act now signed into law, New York requires companies developing the most powerful AI systems—often backed by budgets in the hundreds of millions—to meet common-sense safety and transparency standards. This landmark law helps protect New Yorkers from catastrophic risks while setting a new standard for AI accountability.
What the RAISE Act Does:

The RAISE Act requires major developers of Frontier AI models to write, publish, and follow safety and security plans, report critical safety incidents, and avoid deploying frontier models that pose an unreasonable risk of catastrophic harm.

Experts are growing concerned about frontier AI models supercharging bioweapon development and automating crime. The RAISE Act requires companies to share safety and security protocols with the Attorney General’s Office and the Division of Homeland Security and Emergency Services, and to make redacted versions publicly accessible. Transparency helps the government and the public understand risks and prevents secrecy that could lead to abuse or other preventable incidents.
